I came to freelancer.com to get some css work done. The site totes that, you will get cheaper labor because you are outsourcing to other countries. It ensures you only get professionals. This, I did not. The majority of the people who worked on my stuff ended up admitting to still being in school. This showed up in the quality of the work I got.

So I thought, maybe if I show some more money, pay for a featured project, I would get someone decent. This did not work. Every job, the person would come back (Regardless if they had 10 good reviews) with it half completed demanding payment. I was unable to use anything the site gave me, as well as, got behind in the project. I had to compensate my employer a week since everything got so messed up.
In the end I had to do all the css work on top of all the programming work on top of all the javascript and dealings. Seriously, if you are looking for a freelancer -- go to elance.com or odesk. DO NOT go to freelancer. You'll have your money slowly pulled out of you like by vampire wallet.

As far as the quality goes on freelancer.com, I would give it a 2/10. I got nothing from the site I am currently using.
